He will ask again in a few years.
Basically this is the time where you pick the dwarf that will become the noble for "in charge" of your fort from among your dwarves.
Having a noble means that the traders that come to your fort will be using wagons, meaning they will bring a lot more items but also have a lot more weight they can carry.

Since you can pick from among your dwarves, try to pick a dwarf that likes an item type you can easily make and that you wouldn't need to sell.
Nobles periodically demand the production of a small amount of an item they like, and often forbid that item type from being sold to merchants.
If you pick someone easy to please you will have the advantages of the nobles without much to change in how the fort runs (you can even automate 1 or 2 of the right item to be made on a monthly basis if you want).

If you refuse, the Liaison leaves in a huff, and you get no trade agreement that year, which means you won't be able to order stuff from the dwarven caravan (and they won't pay more for a random selection of things, but that almost never matters). He will ask again every year, so if you keep refusing, you will forever lose the ability to get the dwarves to bring specific things. The dwarven caravan will still come, of course, but they will bring things they think you need (if your stocks are lower than 1 log per person, they will bring those, and similarly for 1 cloth, 1 leather, and 5 food per person; after that they bring the usual random assortment of stuff).

If you are getting Human caravans, and the humans are sending a merchant to make trade agreements, that won't be affected, and can mitigate most of the downside unless there is something you want to order that dwarves have access to, but the humans don't.
