capital without baron?

Somehow i am currently capital, but my highest noble rank is mayor.

No barony, therefore no wagons from humans or dwarves,
nor diplomats from elves or dwarves, though human merchant guilds still come to get trade agreements.
I don't remember if i've ever got a dwarven liaison, but if i have, they haven't come in the last handful of years.
I cannot gift to my civ either, only trade generously.

151 pop, 2 million created wealth, 1 mil exported and 500k imported wealth.
Hard difficulty economy and enemies.
At war with 3 elven civs, 1 human civ.
Zero invading cavern animal people.
All caverns discovered except magma sea.
My origin dwarven civ is alive and has dozens of healthy sites, and lists all nobles when hovered over in the civ list in the map screen.
It is the only dwarven civ in the world.

Possible causes/abnormalities on my part(?)
I spent the first 4 years without chopping down a single tree. Chopped 3 down outside and on each cavern layer now.
Expedition leader died some time back, appointed someone else immediately. Pretty sure they weren't baron at time of death.

I cannot force dwarven diplomat/liaison with dfhack "force diplomat MOUNTAIN"
I deconstructed and reconstructed trade depot.
Mayor is happy with office and dining hall.

I will experiment with "Make-monarch" dfhack command and others, but monarchy is pretty ♥♥♥♥♥♥ in my experience, messes with cavern spawns, replaces all visitors with useless nobles, and removes trade agreements from the game. Fml

stuff like this keeps happening in my saves. Really craps on hundreds of hours of playtime without explanation

Sounds like your civilization is dead. Meaning you're the only site they own.

nope, tons of mountainhalls. king and liaison are in the list when i hover over the civ name

i have a hunch the main issue is a glitch making me capital before even getting baron.
maybe if it's capital it assumes the monarch and liaison are already settled here, so it doesnt send the liaison by the caravan.
i want to find a way to reset all the checks for wealth, population, and noble assignment, unreveal the map, and make the game think this fort is a new embark (despite all i've built and hoarded already) but that seems like Tarn level knowledge

Same issue.
Q: you unretire or reclaimed your fortress? Because after that my site became "invisible" For all civ and enemies for default. Except Titans. No diplomats, no liaison. No new caravan dependent on my wealth. They stopped "see me". It's ruins everything.

Its simmilar i did not get baron highest was duke when the king moved in i think , you can get barons with imigrants or if you have people related to current barons visiting and theses have accidents like drowning or falling in lava.. they could inherit it.
