Will bins and barrels be used?
or do I need to allow them in the stockpile first before they can use them? also For some reason my Dwarves aren't using the bins I made to hold ore or stone. is there a way to fix that. They've only used two out of the 20 bins I got. and now the store room is full

Bins & barrels will only be used to condense items if they are allowed in the stockpile settings screen (they can be stored in a furniture stockpile without being used). Not every item can go in a bin or barrel - stone and ore is one such category, and that also applies to logs, furniture, and garbage. For those items you will need one stockpile square per item, or you will need to condense them in some other way. Smelting ore into bars lets you condense it, since bars do fit in bins, and rock blocks and crafts fit into bins as well. The wiki also has descriptions of several types of "quantum stockpiles", which let you store items without worrying about the 1-item-per-tile restriction, but which some players consider an exploit.

Barrels = Food & Drink storage. They can also store seeds in bags. You can use pots as well, they count as barrels.

Bins = Storage for a lot of things but not stones, ores, wood & furniture.

If you want to neatly store wood, ores, stones & furniture (more so the first 3) you need to use a quantum stockpile which allows you to store more than 1 item on a tile. I wrote a guide to help!

feel like bins should be able to at least hold Ores,

You can smelt ores into bars which then do go into bins so its not all bad

You can also cut non-economic stone into blocks, they go to bins as well.
