It is available but I believe it's read only and can't be used to modify labours in game. I still use it to look at dwarves stats and health since there's no health screen anymore. When I installed it there was no release for 50.10 and I had to edit some files with notepad++ to get it to work for 50.10, I'm not sure if it's still that way and you'll have to edit the same files I did to get it to work or perhaps there's a proper 50.10 release now. find the dwarf therapist thread on bay12forums and go to the most recent comments to find instructions on what to edit to get it working for 50.10 if that's the case

You kinda dont need it with the new labor system imho. It was *essential* for the old system, but not so much now.

The Labor page allows convenient assignment and restriction of general jobs like mining, woodcutting and planting. There are even fort-wide orders of "Everyone Does this", "Only Assigned Do This" and even a "Nobody Does This" you can issue to general tasks, if you want to shut down an outdoor task like fishing or hunting; or if you want your miners to stop mining for a while and help with hauling.

Jobs not assignable in the labor page are handled by assigning dwarves to be the "master" of a particular workshop (like a carpenter's workshop, smelter or loom) or a worker in a room/site (like a tavern for musicians or hospital for doctors). Which is far more manageable than the old "vanilla" job management system of hunting down individual dorfs in every migration wave to disable unwanted job assignments by hand.

Once you want to transition to only specialist metalworkers working the forges (or equivalent for other professions), make sure every forge is assigned to a specific metalworker, to prevent random soapmakers from filling manager orders at a public forge. This even allows you to make sure only your legendary weaponsmith is crafting weapons: instead of a fort-wide manager order to make the weapons, go to the weaponsmith's personal forge and issue an order that only that workshop is allowed to handle.

After figuring out the new systems available, I've gradually realised I don't really need Dwarf Therapist anymore. Put effort into figuring out that part of the new UI and I'm sure you'll find the same.

It has been available since shortly after launch of game on Steam as a very brief search would have told you.

you may not need dwarf therapist per se, but it was easier with it.

This is what most people just need, to seperate the cheese makers from the armorers.
the bee keepers from the engravers.
the gelder from the masons.
