Not that anyone is pointing at your gaming rig, laughing at it and calling it "smol," but... That this issue isn't something others have reported may point to an environment variable on your end. Multibajillion monies gaming rigs only ever do what they're told and sometimes the OS, manufacturer, game, or the user tells them to do something wrongly...
As above, check your drivers and go ahead and report your FPS. There are things other than hardware that can cause performance issues. It sounds like a draw problem to me.
Disable the Steam Overlay to rule out resolution or active window issues.
At what resolution are you running the game? Run at the default resolution of your monitor that matches one of the standard resolution settings in DF.
Try switching between full-screen and windowed modes.
Are you running Afterburner or RivaTuner or similar? If so, disable those for DF.
Are you running on a standard PC Monitor or TV?
My first thought was maybe a corrupted sprite, but you said you uninstalled already and tried without mods. Is weird. Do you happen to have an integrated graphics card that is slow to cache video memory? Probably not, but that's the only thing I can think of.. some weird issue related to reloading the sprites, and that maybe changing zoom triggers the reload.
The only time I've ever seen this in a similar game is due to a draw issue when the game/OS/GPU/et al loads up a bunch of sprites/graphics for the next z-level/other and can't do it smoothly. Mipmap and AA features can be high-profile culprits as well as any speciality GPU features/settings. (Given the system specs have been met or exceeded) *I am not an IT/Code pro.
I don't have the game in front of me, so can't recommend options. But, I would certainly toggle off and turn down as many options as possible to get them at the most basic, primitive state that I could.
I'd set up a new profile just for testing with DF in my GPU's driver. There, I'd turn off everything that wasn't being used and turn down anything I could in the way of special features/shaders/etc. (DLSS and similar features should be toggled off for testing. AA should be whatever is recommended... (dunno) or the simplest, oldest, algorithm.)
The above assumes that what you're reporting is accurate and it is not some of the normal "lag inducing" situations. (Waterfalls, cave-dwellers, pathing issues, job issues, etc) I also assume that you were honest about having "tried all that." ;)
Note: Two things - If you're playing on a nonstandard display/monitor setup, you need to say that. If you've got an issue with a newer, more powerful, GPU paired with an older CPU/motherboard and slower/smaller throughput/pipe, that could be an issue as well. BUT, you should have experienced that in other games.
What's your graphics card and driver version? Should double check you have the latest drivers from the vendor website.
