Report a translation problem
You only need the 1 tile along the wall while building the tower itself but you will most likely have floors anyway later on.
As for the wall placement, if you have the floor in place you can set 2 opposite sides to be built at once, all the way to the corners.
If you don't want to do 1 level at a time, you can alternate the sides you build on each level (like north-south then east-west then north-south and so on).
That way the wall from the lower level will become a "floor" and allow you to place the corners as well.
All that's left is to build the remaining two walls once the corners are done.
Remember to leave the top level for a full "floor" as a roof to prevent flying creatures from getting in.
