It's basically "read their unit card" and that's it.
If you get the temple set up, just watch for Dorfs going there and pick the first one you see, read their unit card to be sure, then appoint them. It's what I do. If you don't have one that's suitable, just appoint a random performer.
Just some ideas off the top of my head... Maybe try temporarily deleting or pausing the zone for the other temple for a while and see what happens. Also maybe create another general temple near, behind, or even overlapping the specific temple.
Pausing seems to not work all that well either, people still gather in paused meeting areas for some reason.
I will try to remove the zone with no specific deity for a bit and see if it helps when I play later.
That fort was retired a few days ago but the temple's value was at nearly 5000.
I like to make the altar and at least one statue (often 2) of the god with a valuable material.
More often than not I would use gold, platinium or aluminium, meaning that the value of the room goes up very easily.
Sadly statues and engraving based on groups (religions or guilds) can end up showing empty instead ("statue of a " without the name of the group, same for the description).
Not sure why, some groups work fine, some don't.
