The only way to get archers working in the first place is to start squads with default 'archer' loadout then change them as you please.
Maybe you are referring to the mememanagement of dump/forbidding/reclaiming to make sure they use the type of ammo you want them to.
Your choice of words "sweeping it under the rug" sounds like you think Toady is a politician or something? Or that he for some reason is not allowed to change work plans? And also that you think the community is somehow not aware of the issues.
It's like fundamentally you don't get that a) people know about the issues b) work on the game never stops, but they work on what makes most sense to them atm c) they're mainly working towards the vision of the finished game.
I did get some from raiding, not that frequently, I think I saw a visitor with one at some point as well (not too sure) but never from a migrant.
This is the workaround that lets your dwarves equip and use bolts:
I think they just take their sweet time picking the bolts up. I gave them some years to train, and it works fine now. IDK even where they take them, there's bolts all over the place.
Way to clunky to setup and use, rather have another spear dwarf
:D Did you try it? It's great isn't it? Better to actually fix it i know but still, it's a fairly simple workaround . Oh yeah and don't use bows and arrows :D

It still takes efforts to put them in a place where they can shoot without going into melee right after emptying their ammo.
This was always the known solution to the problem since they go broken ~2012.
And bin's in general can cause other issues, like half of your cancellation spam is due to someone else picking up/using the bin when another dwarf also needed to. As a rule i still use no bins because of this, barrels are fine most of the time though.
Edit: A more expanded way of making them super useful was if you have ramparts or towers built, you'd set a Barrow up covering where you wanted them which would also include a stockpile of bolts and they'll shoot away happily until they ran out of bolts.
