Building in Ice help

So im making a tower in a frozen river. Do I have to channel mine the top down or will placing a wall on the bottom two layers with a floor of ice work?

i'm no expert but i believe that, IF, the ice blocks melt, your structure would collapse. Some biomes have frozen rivers all year long so you might not need to worry about it but is probably a good practice to avoid using ice as any form of support.
