Do dwarfs gain combat skill experience when going raiding/razing missions?

they gain ambusher skill points at least... i dont know if they gain another skills

Depends on what happens during the mission but since those are missions about fighting they should get some.
Not sure if they get anywhere as much as when fighting in your fort.

They also gain Tactician skill exclusively when they go outside and this one gives a buff that can heavily weight map autobattles on your favor.

So I should train that skill up on soft, easy targets before sending my dwarfs to take on large castles and stuff?

Pretty much.
A commander with a high level in that skill will get a lot of bonuses for his team in missions, especially if the team in question is skilled for what the mission involves.
Since you can also steal stuff from enemies, you can get new animals and books that way while they "train".

For example rangers good at sneaking around are better for missions where fighting isn't the goal but fully geared warriors tend to do better when it comes to fighting missions.
