Most likely your dwarf wanted something you didn't have or forbid.
I don't think it can be stolen once it's part of a trap too, so now it's safe forever.

The bones stockpile has 13 stacks of 12 bones in it

I've got 3 17x17 stockpiles filled with Microline, Quartzite and Obsidian.
"blocks... Brick.."
I've got I don't know how many stockpiles setup w/o bins to hold the blocks. Stocks says I have 3000 microcline blocks. Building with them says I have 700 available. Plus all the other blocks of whatever random runs I haven't used yet.
"Trees.. Life..."
I got another 17x17 filled with logs and I don't know how many randomly scattered throughout the map.
"Bars.. metal"
3 more 17x17 stockpiles filled with iron/steel/copper/gold/silver/zinc and whatever else I happen to have. I already debinned them once.
Everything is out where I can see each individual item, on the ground, in a stockpile, not in a bin.
He likes marble, tin, ruby, and orange wood. I don't have any marble. But they aren't supposed to get that specific. I have some orange wood.

No burrows set, everything is in stockpiles around the central upper stairwell that he's standing about 5 blocks away from.
he wanted Tin specifically. Smelted some cassiterite and he popped. They aren't supposed to get that specific though.
There's 23 orange wood logs right next to the stairs.. what does he do? goes ALL the way to the trader depot to grab some macadamia
I would recommend slaughtering a few more puppies or other animals. Bone stacks seem to behave oddly sometimes with moods.
You can keep them hanging for a while like this. Interestingly, in previous versions, if you did this for a while then unforbade all the stuff they had gathered just before they started the construction you sometimes got a strange artefact with a ridiculous number of things added to it.

Press q and highlight the workshop to receive a series of clues about what the dwarf needs. Hints that stay active for longer than 2 seconds mean that multiple pieces of that material will be required; each single demand will be displayed for 2 seconds, so if it says "gems... shining" for 6 seconds, 3 gems are demanded. However, the mood's primary material will always be shown for only 2 seconds, even if more than one is required. Materials will always be fetched in order, so if at least one item has already been retrieved (the items will show up with "TSK" ("task") next to them when the workshop is viewed with the t context menu), it will usually be possible to tell what item is required next.
Is your dwarf possessed?
Possessed dwarves have been observed to demand items of a specific material. In this case, the dwarf will idle in the Workshop shouting for item categories that are in fact available, reclaiming items that were forbidden in order to make the moody dwarf use items of more valuable materials fixed that problem in the past.
