Not sure what's up with yours, if they're not in a pasture.
The animals must not be caged or pastured however, and must have a clear path to their owner/ the edge of the map (so no locking them in an area).
Said animals must also be assigned as work animals and given to soldiers (I assume you meant this when you said you made them pets).
(tbh this is only reason I dont kill Elves on sight - pets they can bring)
And if you have a decent river in the embark, that also means giant hippos. I actually scored those in my current Terrifying reanimating biome - thankfully, saw only one group early on before any threats were around, haven't respawned yet.
Designed my waterworks with the thought of undead giant hippos potentially strolling in from the start, though.
