Realistically, you should quickly make enough bags that the dorfs have one for every seedtype on your map, and they'll gather sand. Mooded dorfs can go at least a month before they'll snap, I think.
What helps for seed storage is two dedicated stoppiles for each seed type you want to keep:
first stockpile is the intake stockpile and it accepts from everywhere but has no barrels.
The second is for storage and it accepts only from the intake stockpile and has barrels allowed.
Storage stockpile is 1x1 for each species, that's one barrel with some few bags.
Every new seed of that type is hauled to the intake stockpile without a bag and will be put in a bag in the barrel when possible. Every job regarding hte barrel does block it for other jobs, so the intake stockpile must provide some buffer, 1x3 is usually enough for me.
Make a general seed stockpile for every other seed you cannot or do not want to grow. Do not allow barrels in that stockpile. This way, random bags with seeds will accumulate here. You can then easily use mass-dump on the stockpile and un-dump the bagsitself wich will then be empty and ready for use again.
