Assign them a bedroom and lock them up when they go to sleep or whatever. They'll eventually die of dehydration.
Put a bunch of wooden-training-spear-spike-traps (do NOT use menacing spikes, even wooden ones do much greater damage), link them to pressure plates. Personally, I also like to fill that kind of setup with 3/7 water with a few tiles going 4/7. Trains swimming (because UristMcLegendaryKiller WILL dodge off the bridge into your moat as a given, hopefully it's just water and not empty or magma-filled) as well as triggers the plates.
Use burrow or bed assignment to lure the designated brats in there. Lock it down. Occasionally drop food and booze, or replacement clothing if you feel really fancy. Clothing will help early on with preventing otherwise potential wounds, but wears out fast when damaged that way.
Let the automated spike traps do their work. The adults coming out of it should make worthy recruits.
My take on "dwarven childcare."
Spartan style :D
You cannot expel children.
That is why I said "Burrow/Lock". I do not think they will try break down locked doors. Children will generally also try stay inside their burrow until some of their games takes them outside. Burrow also limits their job search.
