Obsidian on surface?
Started a challenge fort on haunted biome and immediately found insane amounts of obsidian on surface. Is this normal? Maybe a sign of a dead volcano?

Not common certainly, but far from impossible. Could be due to an early volcano during WorldGen that has since eroded. Use it well. Obsidian is magma-safe, moderately valuable, and looks cool. Edit: It is relatively heavy though, so not ideal for rock pots.

I made a bunch of silly statues about Dwarves devouring their goblets while holding battle axes triumphantly and decorated the workspace and bar with them to keep the people happy. What else should I use it for?

Obsidian Layers are VERY rare but entirely possible, congratulations. It does not necessarily mean there is a volcano nearby. It does not mean much of anything, honestly, other than that every room you carve into those layers is going to be of higher value/quality than normal.

Note though, that if you have a CAVERN layer with obsidian walls, that might make it difficult to properly identify Suspicious Obsidian Formations.
