No pregnancy
I'm trying to run a fort without accepting migrants (there is a thrall fog on the surface).

There are 2 pairs of dwarfs who are labelled 'lovers', but neither of them are reproducing or getting married. Its been multiple years and I've already tried locking the couples in the same room together. Any suggestions on how to get my dwarfs breeding?

Not all dwarves want to marry, it's possible one of them isn't interested.

You could try and force relationships between other dwarves, though, if you set up for them to socialise a bunch

Edit - breeding doesn't happen outside of marriage for dwarves, iirc

I've never tried that specifically before, but what I'd do is try and get the eligible dwarves to spend time in a tavern together.

You could assign a couple of dwarves as performers or tavern keepers and take them off other labours. They should then hang out in the tavern all the time and have a lot more social interactions with each other and your other dwarves. That'd keep most people free for work.

If you want something a bit more drastic, you could create a burrow that covers the tavern, bedrooms and food/drink stockpiles and then assign everyone to it. They'll do performances as well as socialising, so there's probably a quicker way, but that should work

The quicker way is making a small hospital zone with nothing in it and assign two dwarves to it as doctors and disable all of their other labors. This has a side effect of making them join the doctor's guild but it is the one of the fastest way I know of, and it is easy since it doesn't need burrows. Success is not guaranteed because of orientation/being unwilling to commit on at least one of them.

First, they need places to socialize. Rock gardens, dining rooms, inns, guildhalls, temples, or just a meeting area zone.

Second, they need time. If you have a long list of pending tasks, cut down on the number of jobs you are asking them to do.

To actually FORCE them, go to the labors screen and set every task except booze and planting to "Nobody does this". Then create a burrow that includes food, booze, and any meeting area and assign all your dwarves to that burrow except your planters and brewers.
Assign performers. You'll want to make sure that other needs like praying and sleeping are within the confines of the burrow. A small general temple and a dorm.

Run the game a season or so. Keep an eye on critical stocks. After you release from the burrow, let them idle some more. Then start ramping up your production again.

A thing to note, when many dwarves socialize together, they tend to put their effort into building shallow relationships with everyone which means it can take a long time to actually bring them to marriage. However this isn't entirely a bad thing because it can show you who is compatible personality wise if they reach say kindred spirit or something. Relationships progress the fastest when there are two dwarves idling near each other.
