Build an airlocked kitchen that only takes in unprepared food and only puts out prepared food, and no other food anywhere. With stockpiles and maybe a dedicated cook with their room and workshop configuration such that they have to stay in there doing that.

I've never had an issue with dwarves eating non-prepared meals instead of the prepared meals. You may want to place a stockpile with prepared meals closer to their eating area and leave the raw materials closer to the kitchen

Have a food stockpile in your dining area that pulls direct from your kitchen and only stores prepared food. Dwarfs are lazy and will eat whatever is closest.

You should also setup a work order that automatically produces prepared meals when they start to run low (just to make sure that you don't run out).

You also want a stockpile of drinks in your tavern and rules to automatically create more when you run low. Also, make sure your tavern has enough mugs, tables, chairs and available tavern keepers to make sure the whole operation is working smoothly.

If a dwarf has a preference for plump helmets, he will go for the plump helmets instead of any prepared meal (unless the meal contains plump helmets).

If you have both cooked and uncooked plump helmets, within the distance of one tile, they will sometimes go for the raw plump helmets.

If there is no preferred food available, they will take anything available.

You mean the cook or brew in the kitchen menu? yeah, thats only telling them not to COOK the item, they will still eat it raw if they feel like it.

One thing you could try is setting a prepared food stockpile away from your kitchens, then use the high/low traffic areas to increase the number of tiles the dwarves think they have to walk to get to your food stockpiles.

Traffic designations don't affect food search.

it looks like adding the workshop to the stockpile works better indeed.
