Where is my monarch?
My current fort has been Capital of my civilization for around 7-8 years now. However, when it first became Capital, for some reason my Monarch never showed up! Here is a link with some photos showing my situation:

You can see that I am indeed the Capital, and I do not have a King/Queen. I didn't think too much about it at the time, some quick googling indicated that sometimes this can happen if your monarch dies before you become the Capital. Recently however I have started going out into the world with the intention of eradicating those pesky goblins, and after taking a closer look at my own Civilization, I realized that we do indeed have a Queen!

My only theory as to how this could happen is that the site that appears to have been the previous capital (purely based on the population count) is on a mountain and all the other tiles on that mountain are inaccessible from my site.

Is it possible my Queen just had no path to get to my site, and is stuck on an inaccessible mountain tile? I haven't been able to find a post describing a situation quite like this anywhere, is there anything I can do to get my queen to move to my site? Any ideas/information would be greatly appreciated!

Same happened to me today, only the queen consort showed up, with the entire entourage of nobles, but no king, even after years of wait. I reloaded a few times to test, at different points in the past, but i still had the same result: nobles, queen consort, no king.

Before the most recent update Kings and Queens showed up without issue (5ish times between different playthroughs).

It's either a bug that came with the new update or a rare occurence. I wasn't able to find more info on my end.

I had the same thing happen, and after looking up the name of my queen on the world map, I figured out that my queen is in my fortress, but as a visitor. She's listed under the "Others" tab of "Creatures" (u). So it looks like she's visiting and wasn't assigned to my fortress as a citizen. Is this the same for others experiencing this issue? Is your monarch in your fortress but only visiting?

This is happening to me too, did you find a solution? She always visits but never stays :(

Maybe just build a solid gold tavern and invite all guests?

Try a different embark and come back to your capitol after a while?

Send a war party demanding regular tribute from the old capitol?

It's not the worst situation, not having even more import/export demands

Yeah the king monarch isn't anything special anyway. Maybe they will die and you can see who the heir will be.

Got the message that the royalty and entourage had arrived. Built a throne room. Realized monarch was not a part of my population.

Did you by any means change your max population cap?
I reproduced this exact problem now, in my case the Mountain Home of my civilization is inaccessible to my own site. I have a Metropolis of 180+ population with standard 200 cap in year 7 already. Despite having received duchy status early on, I never got my monarch, presumably because he is trapped inside his Mountain Home.
