Also I know the problem you ae having, initiating the burrow doesnt cancel active jobs and children will typically perform play/make believe as a job, so they get caught outside because of this, solution is to restrict them from doing labors that make them go outside the fortress and limit those labors to interior work such as sectioning off a large part of the caves for fungiwood harvesting.
A popular one i think is disabling refuse/corpse hauling, which will really tank their morale as-well leading to tantrum spiraling children that cannot be punished by the dwarven justice system.
adults outside tend to be doing something quick like hauling, and go in quickly, while the children playing have a longer task time
