If your dwarf wanted your new diamond, he would have taken it from the depot himself. He probably needs something else (like a rough gem).
Use the auto-mine feature under advanced mining to designate a bunch of the layers you wont be building on.
Dig a stair case downwards for 50+ z levels (Maybe not your main stairs, in case it needs to be walled off quickly) Cut a 1 or 2 wide chamber around a 3x3 stairwell. Enough to find a vein or two. Then auto-mine out ten or twenty z levels until you've got gems, flux, and coal to satisfy all of your future needs. Just keep reselecting the mined out area when finished to mine out any more revealed veins of ore, gems, or coal.
Okay so I did this and it worked. I see the diamond in my fort now but it still doesnt show up in my stocks and the dwarf in the fey mood still wont go grab that gem.
