Meager quarters. So what?
I was trying to accommodate my Captain of the Guard while establishing my first justice system. But his quarters/office/dining-hall were marked as yellow on the admin menu, indicating they weren't quite up to par with his standards. So I added some platinum furniture and engraved artwork in the floor. Geez! Took quite a bit of time to get all greens.

Are green-marked quarters strictly necessary for a noble to perform their role? If so, what methods do you like to use to spruce up their quarters? My approach seemed very expensive and labor intensive..

You can go a far way with insuffcient noble quarters if the rest is okay for them.

Well, bad thoughts can lead to a tantrum spiral that can wipe out your fort fun.
