Where Can I Find Papyrus?

I really want to make a fort centered around a big library and thought having papyrus would be neat, but after 4 different world gens and many embarks I still can't find it. I have been choosing exclusively Hot Tropical Wetlands which is where I thought it was supposed to spawn. What am I doing wrong here?

You can find it in tropical wetlands but you don't need it to make paper. It can be made from quiet a few different plants. Even pig tail.

Mash it into slurry in a quern/millstone then press it into paper with a screw press.

The processing is pretty simple really and goes pretty fast.

try steppe i could order it recently from a civilisation that lives in steppe where also elephants live.
