If your premise was true, they wouldn't expand and continue any of the other things as stated.
I don't believe this is your issue as I've come across some possible new bugs causing labors to break down a few years into new forts and the only thing I can suggest is to try reinstalling the game as many of these bugs carried over to new forts for me at least until I reinstalled.
In my latest fort I'm testing limiting labors to one or two i.e dedicated item haulers or food haulers with only those labors selected. My mentality from classic is that a dwarf that is allowed to do anything will do nothing.
