Dwarves not working.
I've run into this issue a few times, where certain functions will stop working. Sometimes they just won't do any task at all. Other times, they will perform some tasks, and other times they will only perform half of a task. Right now it's "will expand current levels, but not move to create new areas of new levels." Any suggestion on what's going on or what I'm doing? They have all their needs met at the moment.

You could not have the necessary material for the task. Or that task could be set to only be done by certain dwarves. Or maybe they hate their job. Or just are too miserable to follow orders?

Nope. All of them are happy and well tended, as said. They just simply won't do it.

If your premise was true, they wouldn't expand and continue any of the other things as stated.

As much as people like to think upset dwarfs don't work they still do up until melancholy sets in at which point they don't do anything and starve to death or die or thirst.

I don't believe this is your issue as I've come across some possible new bugs causing labors to break down a few years into new forts and the only thing I can suggest is to try reinstalling the game as many of these bugs carried over to new forts for me at least until I reinstalled.

In my latest fort I'm testing limiting labors to one or two i.e dedicated item haulers or food haulers with only those labors selected. My mentality from classic is that a dwarf that is allowed to do anything will do nothing.

My first time playing (on the release version, not the latest patch), they worked fine for several years, until at some point they stopped. Now it seems it happens right around season turns. I did manage almost a full year before the breakdown.
