For priorities : 1 mean "DO IT NOW", 7 is for "I don't care if you do it really". Default is 4. Click the priority, click the place you want mined/engraved/whatever. It should have a number depending on your priority. They'll follow the priority order (IE 1, then 2, then 3...)
If they don't, then they can't for one reason or another (no picks, no miners, place is not accessible).
Also, and it's important, do remember that woodcutter and miner will conflict between each others. That's because they both use a "weapon" to do their job. And they can only carry a single weapon. So they'll pick an axe and won't be able to mine, or a pick and won't be able to cut trees. Make sure your woodcutter and miners are not the same people.
The other option you have in the mining options is to only mine metal or gems. IE you pick "gem", make a giant mining designation and only the gem will be mined. Only work with the gems you see (not the one hidden).
