Silver doesn't actually add anything to the crossbow itself, maybe, a minor boost when the dwarf has to bash a goblin in the head with it.
You can however, make silver bolts which is going to be 99% of the crossbow's actual use.
As far as I can remember.
Marksdwarves really like to bash stuff in the head. And no material give any real boost to crossbow efficiency as range weapon. So, you may as well go for glorified hammer for the inevitable moment they'll go into melee, and silver is a really good material for blunt weapons.
Also, give them a lightweight shield.
But you can't in this I looked up under orders to be sure I wasn't missing anything. Maybe a modder will help us out with this. Also I wonder if they would ever add schematics / research where your dwarfs could learn to build things that are set as exotic to them?
They will get a happy thought for equipping a higher quality weapon (no matter the material). Since they also get better stats, it's a no brainer in making good quality gear.
Material might increase the potency of the happy thought ? I'm not sure though, but that's how it works with booze.
Apart from trying to make realistic sense of a video game, there is quite a distance from making balls out of some metal and making complex mechanisms for shooting said balls. As for the weight damage buff, steel is just a bit lighter than silver.
On a side thought, it'd be nice if silver ammo did extra damage to were-critters.
