How to force miners to keep steel picks off duty?
I set schedule to "always equipped" but they drop off armor and steel picks, pick up copper ones and keep digging.

Miners are interesting with military uniforms. The picks they use for digging will not be the ones they have for military use, because the game treats each as belonging to a different uniform (yes, some jobs give dwarves hidden uniforms). This means that the miner will always unequip the pick they are using for mining when going to active duty, and a woodcutter will drop their woodcutting axe to grab a new one from the stockpile.

Miners and woodcutters don't use picks or axes as weapons - its the tool for their job, and will carry them always.
Assigning someone a miner, should mean they go and pick one up - if available.

Thanks - I have spent some time trying to make them keep gear on. Even smelted copper picks and axe.:)

Miners use picks as a weapon. Pick axe in the hand of skilled miner is very deadly weapon. One hit in yak's head and butcher is busy again.

It seems like the only way to walk around it is to train some fighters as miners (great training of strenght, stamina and toughness), and after disabling labor of mining they will carry picks around.

Miners will use their pick as a weapon, and their mining skill makes them better at it. Experienced miners are deadly.
The material of the pick doesn't matter outside of combat, they dig the same speed regardless, so it hopefully shouldn't matter too much
