Monarch Remains Guest?

I supposedly became the Mountainhome and the monarch + entourage is now in my fortress.

However, they are just "guests", meaning I cannot assign the Queen a room or anything. She does not show up on my nobility screen either. Is this normal?

In my game the entire Royal Family moved into my Fortress without any problems... they did this after they decided to make my Fortress the Capital.

It sounds like theyre only visiting your Fortress.

Nupe. I got the message that I am now the capital. It even shows that I am the capital in the top left. Yet the darn royalty refuses to become a "citizen" of my fortress.

The outpost liaison moved in without any issue.

I wonder if you turn guests off all meeting areas if they then will run around and go crazy and die? That's what happens to my visitors.
