It's a bug in the Steam version.
I had been wondering if it was really Premium only, or just .50 in general. I downloaded and started a game with classic version and yes indeed, it does seem to be premium only. I started an 'all' stockpile. Set barrels and bins both down to 15 each. Then customized the stockpile. Left the menu. Went back in, checked it and it was still good. Did that more than a few times, with multiple customizations and never did it reset the bins or barrels.
So, it does kinda seem good that it really is different, at least that seems to imply it isn't intentional!
What I'd like is the Ability to downsize stockpiles the way you can zones. For those times you have a 4x4 stockpile and it only needs to be 2x2.
You can also make a stockpile of any shape. Here's a chicken-shaped stockpile:

When you open the resize tool as if you were going to make the stockpile bigger... look down above the normal mining area, you will see another menu bar has opened. You'll find the eraser tool in there for shrinking zones.
Yep, any shape, you can even have non-touching areas still be "one" stockpile.
