You also need a mayor with office and chair to allow visitors, IIRC.
The inn/tavern zone is set to be usable by anyone. My dwarves all go there to hang out, though, with a stray few using the dining hall or temples. :) It actually makes me want an actual "Visitors Only" setting so that my citizens will use all of the places I've built for them and leave the inns to guests. Or, maybe "Guests Only" so that the tavern keeper and performers can still hang out.
My fort isn't very large yet, but I do have the expedition leader set up with a proper office, as well. So, I'm not sure what the issue is, unless my fortress just isn't interesting enough to visit yet! That's all I can think of. The expedition leader can receive petitions, because he got one to build a temple. However, I've kept an eye on the inn and it's packed wall to wall with dwarves from my fort. I don't think I've *ever* had a visitor, which is strange when I do have neighbors.

Kinda Related Side Question: Speaking of temples. I received a petition to build a temple for a particular faith, I said sure, and then I promptly forgot what deity/religion the petitioners were. Having trouble finding a record of this in the UI. Also, can you dedicate to a specific deity?
I set up my first temple as being "dedicated" when I installed a statue of the deity, which for some reason ends up being a person other than the god and they keep the statue covered. Ah, Dwarf Fortress and its oddities, I love them
Right now, there's no overlap. I have the entire inn, both the tavern part and the guest rooms, all as one zone. I contemplated trying to add secondary zones for the guest rooms, or a separate tavern zone each, but I just don't remember needing to do that. It's just weird!
If you're still with an "Expedition Leader" you have't gotten enough notoriety and Fortress rank. They should start flooding in at Baron. (County)
(Though, I've gotten a few much earlier than that, but don't expect to.)

Presently graduated from expedition leader to mayor, so not yet a Duke, but still a step up. IT may have to do, as others said, with my location. I'm not totally isolated, there's an elven kingdom right nearby which trades with me regularly, but others are a fair ways away.
To answer the below question from someone else about whether I've accessed the caverns, technically possibly, but maybe no? I'm on a volcano, so I can see down into tunnels I haven't accessed on my own which would have to be the caverns. However, I see they're also quite weapon trapped, which I take as a sign of unfriendly folk below. My fort is not exactly ... the most martial, so I haven't dug down there. I might and then seal it off, just to see if monster hunter traffic picks up!
