Hood (Protects head for civvies and military alike)
Cloak (covers most of your body including your vulnerable neck!)
Mittens (better than gloves due to larger size, thus coverage/defence)
Trousers (protect those legs!)
Socks (Feets!)
You don't really need shoes for your dwarves, socks will keep them happy enough and can be made easier.
Basically in your world, the inventor of the shirt died before he could tell anybody, or it was stolen by goblins or somebody else.
Some people have worlds without high-boots and such.
Halberds are basically the best weapon in the game because they combine spears and axes.
Halberds are nice, but if they could make whips they would be unbeatable. whips are broken in df
Due to how whips are coded, any metallic whip is about as good as the next, they're basically blunt lightsabers.
Also don't neglect Scourges, they're basically whips except they can cut.
Flails are also somewhat-lightsaber-ish, as I believe they do bladed and blunt damage.
Also -- are high boots just boots that go up high or does it mean something else? I have boots, low boots, high boots, and greaves going on in this game, lol.
Shoes cover the foot and are clothing (no armor value). Low boots cover the foot and are light armor (meaning they do not need a skill check for movement penalties). High boots cover the foot and lower leg, and are heavier armor. Greaves protect the lower leg but don't cover the feet (they're leg armor, not footwear).
As you might expect, DF has an insanely complex armor/clothing system, which consists of a huge variety of items that differ in what areas of the body are covered, how much protection they provide, and which items can be worn together, among other things:

High boots protect the foot and shins, making them superior to low boots, which only protect the foot.
