I did find one other bedroom after I posted this, removed him from that, even deleted the silver room from him entirely, made sure he had "No Quarters" assigned, then redid the bedroom designation for him. Still says Grand -> Needs Royal...
Edit:: I also now have 4 artifacts on display in his room, 1k, 8k x2 and 6k values
I went to 8x6 and it jumped to Royal... My Royal Dining room was only 6x6, didn't have silver floors and was already considered Royal so I didn't think size was the issue.
The floor space was not shared with any other rooms, but walls overlapped with the Throne Room. It was 100% enclosed by walls and a door, including corners. Apparently all I needed was 1 more column of silver floors because making it 8x6 instead of 7x6 seemed to do the trick.
if u still have not found that yet then make large room and add even more statues
But maybe it's specific for nobles, that they want thicker walls, dunno.
Painted it myself. So it's entirely possible it was user error. :)
