I think it's safe to say you could google that and read about the conversations.
And well, a preemptive warning for anyone looking to post "Kill all the (insert slur) Fortress" mod. They probably don't want to be made to host that.
So long as the game itself doesn't try to actively PREVENT you from finding and implementing socially iffy mods gotten elsewhere, this shouldn't be worth getting too worked up about.
In part i refer that could be more specific,"hateful or dehumanizing" could be a big quantity of things
Example would be torture,gore,Racism,etc

Well,i refered mostly to the realistic part (Torture,graphic dismemberment,etc)
But now that you say that type of things,i see now the problem
I think a reasonable person would agree that racism, gore, and torture aren't appropriate for the Steam venue. Nothing will stop you from creating or distributing those mods but I can assume (hopefully) that content like that has no place in the Steam workshop.

Reminder that Bay12 made a game called Liberal Crime Squad. Though Kitfox appears more in control of content moderation, the politics of the situation is clear.
Go read the "Is there woke content in this game?" thread for more on that. I don't think it'd be wise to start another fire about it here in this thread.

This is where it goes off the rails. There is no reason to scream politics. Hateful and dehumanization content is clear as a whistle without any talk about motive. It should be everyone's motive to forbid hateful and dehumanizing content with free-will no consequences. The platform that supports my gaming habits also supports my position on hateful and dehumanizing content from being freely available to children and young adults. I don't care what their politics are and I don't care what your politics are.
If you want to make content like this nothing is stopping you. You can distribute it however you see fit, just as this community can see fit not to allow it.
I assume if someone makes a mod that doesn't fit Kitfox's definitions of acceptable, you'll still be able to find it outside of steam though.
I was just trying to paint a vivid context for OP and worded it a bit clumsily, mah bad~
IE:
Q: Can I make the children melting room mod to tell dwarven children (which are useless and often annoy everyone else in the fort) enter a room and get roasted by magma?
A: Maybe, if it flies under the rader, if the mod gets reported though I'd probably have it deleted and I'd get banned as well, even though the exact same mechanics for this are already in the game, and people just use workarounds to do the exact same thing already.
In reality this is just bad practice, and mods shouldn't be moderated in any way, there is no "hateful" mod, if you're not commiting a crime the devs shouldn't touch or moderate it, after all, mods are specifically meant to be content that doesn't really have anything to do with the game and don't even have to make any sense in that world, if the devs want to moderate it, they probably should get all the blame for all the things that do get uploaded on steam too.
If the community doesn't pushback enough we might end up stuck with a circlejerk of moderators and forum trolls agreeing with their every decision, while everyone else gets banned for nonsensical reason, just like in the DF discord where mentioning the anti-elf jokes people do everywhere else (including the wiki) can get you banned. After all, it's "fantasy racism".

That's why it's a bad move to phrase content-warnings like that. It's not a professionally constructed statement that is clear and not one that does not promote further controversy. They should have used a canned catchphrase like "distasteful or objectionable" content and left it at that.
In essence, follow what AAA game companies will allow, where they allow mods.
If your content can't be "Rated G" for general, family-oriented, audiences, then it's suspect and you upload it only at your own risk.
Other than that, do not upload political, socially inflammatory, or otherwise controversial content, or expect a visit from the Hammerer.

Incidentally, another game by Tarn Adams. Tangentially related, but it should be abundantly clear where he stands on political issues if that's so damn important to anyone.
And note how old the game is -- this isn't a recent incident of him "going woke". None of these policies should come as a surprise. In fact, back in the 90's and aughties, being a nerd made you MORE likely to be left leaning or progressive. The collective nerd memory of the injustice visited on Alan Turing still culturally leaving a sting many decades later. Tarn is a product of that era, as am I TBH. And if you don't know who Alan Turing is but enjoy the fruits of the PC era, shame on you. Learn your own nerd history.
Besides, as said -- no one's going to take anyone's dehumanizing/offensive mods away or prevent you from implementing. Bay12/KitFox will just refuse to host them on their Steam Workshop. Insisting they have to against their will is the very definition of being entitled.
