Why are my citizens auto-dumping horn?
If horn can be used as crafting material, why is it getting immediately thrown into the garbage pile?

Also can fruit seeds be cooked?

You can save hair, skulls, bones, shell, corpses and skin in the "labor/standing orders/refuse and dumping" tab.
However horn falls under "other", so if you want other stuff dumped say bye bye to your horns.

My horn usually ends up in my refuse stockpile unless I customize the settings. Have a separate stockpile for crafting refuse and another for straight garbage.

As a side note, do not put any of the listed item types from the refuse category that you use for crafting in with your armor/weapons/clothing. It will degrade your gear.

Horn (and bones, etc) are all considered "refuse". If you want to keep it, you can make a separate Refuse stockpile near your crafting stations that only accepts the types of refuse you want to craft with (and no corpses or body parts, they rot and generate miasma), and disable those items from your main refuse stockpile. Do note that horn, bones, etc. aren't terribly valuable as crafting material unless they're from a rare species, and if you do a lot of hunting or have a lot of livestock, you will probably end up with a surplus of bone/horn/hair/etc.

There is a standing order to not keep those items I think, not sure how it works. I just queue up decorations on repeat at the craft workshop to clear them out of the refuse stockpile.

Aha no wonder it does that.

Do the garbage decay over time, or they'll keep getting piled up? Also, how do i deal with the skeleton of a foreign dwarf thief? He died from trying to steal my artifact.

I heard that worn clothes never decay so the only way to deal with them was to sell it off. Can they pick stuff up from the garbage dump, or I have to delete the ingame garbage dumo designation first?

Fruit seeds are a terrible source of junk items. Atom smash 99% of them.

do fallen fruit on the surface of the map ever rot? because they seem to be constantly piling up.
