bins, barrels, and bags.
I would give my best dwarf for the ability to just place bins, barrels, and bags and have them stay like furniture... this automated "ain't being used so let me move this"... thing is the top of all DF annoyances. The resources needs to make them are minor at best. There really is not need to have them shuffled all the time.

If there is any option, mod, or pagan god I can sacrifice a dwarf to that will fix this please let me know...

You might have some luck enabling empty barrels to be stored in the stockpiles you're having issues with.

that would be a really cool mod. if it exists XD

stockpiles can be a little weird.
they tend to take quite some time to really register when their settings have changed.

however, once you learn how to customise your stockpiles and link them with workshops each other etc. they can be very powerful...
but again... it sometimes takes time for the dwarfs to realise the stockpile settings have changed :/

Set max barrels/bins in other stockpiles to be lower numbers. It'll make them stay put.

if you enable bins to be used in a stockpile, the dwarfs will put the bins in the stockpile when needed.
but it will take time for that to happen.
its often a case where you set up your stockpiles. go do something else, and next year you suddenly realise ALL your stockpiles are full of bins.

I dont think they will put a new bin in the stockpile until the last one is full.
and they tend to move them out again when empty.

What about using a smaller stockpile just for containers and place it beside your other stockpiles? Ideally the dwarfs would only have to hauls them a short distance.

If you make it so the pile only holds 8 containers or something small, then you could have multiple around the fort that won't deplete the main stockpile of containers and stuff.

I do this for my kitchens and stills.
