Sending messenger to vassal hamlets

How do I go about sending a messenger to friendly hamlets to request labourers?

Designate a messenger then go to world screen, select your vassal hamlet and determine which dwarf you want, check the box and your messenger will go.

Saying this, I've not had anyone come back with the messenger. The dwarf is gone from the vassal village but does not show up at my fort. I looked for them as the messenger comes back but he/she is alone, I've looked through my population but they cannot be found.
