But if your're saying there's available and unused items in stockpiles, I'm not sure if that's the issue.
If u dont know how to use Work Orders watch a tutorial video :)
Labors (y) > stone use > economic stone
From there you can enable specific stones for use in other tasks like constructions.
They are initially restricted because they're generally more useful as metals, alloys etc

A great way to quickly find out the exact number of items accessible to your dwarfs for building or constructions, is to start designating a floor or wall construction.
So lets say you just got done building a massive tower of stone and glass blocks. You look in the stocks screen and it tells you there's ~2500 of each available. But you keep getting job cancellations because there's apparently none the dwarfs can use.
In this case the stocks screen is useless, and the construction item selection screen is FAR more accurate. It won't list the 2500 blocks already in use, only the ones that can be used for the task.
