Military won't wear high boots.
Yep, so this is a thing. Dwarves refuse to wear high boots, specifically if you tell them to wear their armour over their normal clothing, they'll hapilly do it for gloves, wearing two types of gloves over each other somehow?? but boots, that's apperently out of their league, so you have a bunch of dwarves rushing out of the gates, ready to attack a siege with a full set of iron except for boots.

This has to be a oversight right? Why allow for dwarves to wear multiple gloves over each other, but then not allow it for boots? How do I fix this besides micro-ing the hell out of them to get the right clothes onto the right char one by one.

shoes and metal boots are mutually exclusive and they can't just wear their ☼steel high boots☼ over their xPig Tail Cloth Shoesx, set their uniforms to "Replace clothing", or maybe make a new one so that they include pieces of clothing underneath the metal armor such as socks, trousers or shirts.

So how do I get them to wear the right boots with the rest of their clothes, without having to choose override and instead pick out normal clothes one by one for every single soldier? I wish there was a option to have them overwrite certain gear only, like toggle boots so that's the only thing they'll swap out.

If you want them to wear socks under their boots add a new footwear to the equipment template for socks. Shoes are too large to fit under boots and socks are small enough, and unless the uniform replaces clothing the dwarves don't want to take off their clothes (shoes) to put the boots on.

This is how i understand it and a workaround for having socks with boots.

I mean I get that they can't wear two pairs of shoes at the same time, but it still does feel like an oversight. Or if not an oversight, it's at least not intuitively designed. They should take off the cloth shoes/replace them with their military outfit if need be without having to get all finicky with the setup.

I mean, it would be nice if you could get them to wear the armor boots plus leave clothing on underneath armor without having to add all the clothing to every custom outfit you make. Doing that feels like you're having to do a workaround to how the system should intuitively work.

Each armor space has layers. Under, over, outer. Pieces of armor can be shaped, shaped pieces are incompatible with other shaped pieces. Each clothing type takes up a set amount of "space" a dwarf has to equip stuff. For footwear, socks can be worn with anything, but shoes and low/high boots are incompatible because they are too large to be worn simultaneously on the feet. You cannot use the "wear over clothing" option if you want them to wear boots because most dwarfs will opt for comfortable shoes instead.

Here's a suggested armor equip setup, ignoring materials other than metal for armor pieces since they're pretty terrible for protection. Personally, I'd rather have living slow archers than fast dead ones. You can wear multiple layers of certain stuff.
Body ---
Mail Shirt
(Optional) Mail Shirt
(Optional) Mail Shirt (Not recommend to multi-layer without armor user skill)
Breastplate
Cloak (Up to 6 can be worn over armor)
Head ---
Helm (superior to cap protection)
Hood (Up to 3? can be worn over helm)
Legs ---
Trousers
Greaves
Hands ---
Gauntlets
Mittens
Feet ---
Socks
High Boots

Setting for the equip should be to REPLACE clothing with Exact Match. In scheduling, if you want them to use backpacks and you didn't destroy or forbid them all, set it to always wear armor, or else they will drop the contents of their backpack whenever they are issued orders or go to train, creating a lot of rotting food in rooms. If you're working with ranged and you change their equipment, you will either need to reform the squad or set them to melee weapons, wait for them to pick up the new weapon, then set them to ranged weapons again so they get ammo.

Oh and one more thing about scheduling. If you do have them set to always wear, you need to have at least one month off duty so they can change their trousers and socks if needed.

This, a huge boon would be if they let us toggle the pieces of gear they can replace, when using the replace clothing with function. So I can just press a tick box next to boots and that's the only piece they'll go out and swap off of.

Yea, the boots already show yellow on the equip screen if they're already wearing a pair of regular shoes and there's a pair of armored boots that fit their outfit available. It would be nice if you could just click on that icon and they'd swap shoes.
