Dwarves not hauling to library

I have tons of sheets, a chest and bookcase, but dwarves never put sheets in the chest for my scholar to write books.

Is there is something I am missing?

They don't write directly onto sheets.

You form the sheet into a quire, [apps.lib.umich.edu] then you bind the quire into a book.

Or you can use scrolls by making a scroll roller, then combining a sheet to make the scroll dwarfs write on.
