Report a translation problem
I thought the tutorial covered this? Maybe check the ? button top right
It didnt work before and it doesnt after. Straight up wont let me place it because, and I qoute: "Needs a throne"
Here is what I did: I had set my carpenter to make a door, chair and table all out of Birch wood.
Then I dug out a 2x4 area for the office (dont ask, I just do sizes my own way while figuring out the game) and placed the door and the table.
Then I tried to place the chair and it said: "Needs throne"
Then I thought "maybe I gotta zone it first" and did that.
Tried placing it again, same result.
I got two now actually lmao
To have the manager working:
Click "n', then assign someone to the manager position.
Place a chair/throne (birch is fine as any mat goes), an optional table (so they can eat there if they so choose), then go "z", select "office" (first icon on right column), select the square with the chair (or the two squares for the chair--table combo), click accept.
The new office area should remain selected. Click on the dwarf icon near the top-right of that panel and select your manager to assign it to them.
No room needs to be encircled by walls.
Offices don't need tables, though they are cool to have there anyways.
Zone overlapping is also not (at least usually) a problem when setting up noble requirements.
The problems with overlapping arise, mostly, with the value of the objects being split between the concurring zones, with you only being able to click/select the upmost one and, of course, with only one dwarf being able to use the one chair at the same time.
This mean, either:
1 - You don't have any uninstalled chair/throne available anywhere in your fort;
2 - There is no path available between the point you are trying to install the chair/throne and any uninstalled chair/throne available anywhere in your fort.
As you said you are sure to have a birch chair available, check for #2.
Try and build the chair right besides that workshop. If you are able to do that, the problem is certainly pathing to wherever else you are trying to build it. If you still can't, than you don't have a chair.

I have now queued up another one on top of the two present in the workshops inventory.
I have also tried your suggestion: Same result
The workshop is accessible by both workers and haulers. I have seen how they carry stuff out.
The problem is not they being able to carry the stuff out of the workshop, but being able to reach the place where you want to install it. Are you able to build a chair right beside the workshop?
But as for your question: No, it still says "needs throne"
