Setting the stockpile to take items from the stockpile you don't want it in helps, but its easier if you just disable sandbags from your original stockpile.

Also, it might not be sand bags. Bags filled with gypsum or plaster are not sorted apart from '(Empty) Bags' for some reason.
You could try activating all the material tabs. Bags are usually made of leather or cloth/yarn/silk and having those greyed out might disqualify from taking anything at all.
You may need to link the stockpile depending on what you want it to do.
