Parley swaps an artifact for a one-time peace. THey won't raid you. But they'll still be at war with you; and Parley is not always an option.
Goblins are pretty low on the threat tier. A small trained force of even copper-armed dwarves can take them out for the first few years until they get quite brazen. But it's okay if you just want to rely on traps for your first few forts.
Meanwhile I've got as many dwarves as possible training for a possible fight.
When u agree to a Parley your Ambassador guy doesnt go out and meet them so they just hang.
After a few weeks they get bored of waiting and attack.
The goblins were unable to avoid the loss of their lives, although one of the axedwarves got bruises on his arm.
I noticed with my last parley that my mayor took a couple in game weeks after returning to the fortress to actually go back with the requested mitten. He stopped to plant, stopped to talk, to drink, to haul, and to craft before finally getting to the job. It was to the point that I made sure he wasn't burrowed by accident. Nope, he just dawdled.
Once you have a mayor, it is the mayor (my nobility at this point is queen, duchess, and mayor, along with the manager and various military and medical positions).
"Oh great, they're gonna kill us for dawdling." lol
I think the problem was that I had the amulet on display when I agreed to give it to them, so the prompt to retrieve it might have been cancelled and didn't refresh?
Sometimes its broken, sometimes it works. I have no idea why.
My last playthrough though, the reason why my mayor would not parley was because I activated a burrow that prevented him from going to the edge of the map. So check that if you haven't.
I saved it too just before I agreed to parley becuase I wanted to try and figure out how to get it to work
previous times, at least 4 or so, parley always seemed bugged to me, but I honestly didn't check the burrow thing so it could've been that maybe.
before my squads could even get to him my livestock had taken him down and bled him to death
