Does moss not grow on mud anymore?
I carefully and repeatedly flooded a large level in my fortress so every tile has a full coating of mud, in anticipation of breaking through to the first cavern layer to create a big underground pasture. I've done this exact thing before, but now nothing is growing. Did it change in this version?

I’ve got moss growing in my main hall, which went through an area of light aquifer, so it does work.

Took about a year, but floor fungus is *finally* starting to grow

New problem though: The mud is layered on TOP of the grass, and because it's all full piles of mud, I can only see evidence of moss/fungus on the edges of the room

I did the same thing, and realized too late that moss just grows on top of stone without being muddy.
