Well, the game area is still just a tileset, I suspect the UI menus are a new graphic overlay on the game. This overlay is likely one of the things that is Premium version exclusive. Meaning the classic version will get access to the ability to make a similar tileset, and use those features, but will probably not have the nicer GUI. If someone adds that on to classic version, it'll like be a coded from scratch solution. (or possibly adapted from something else)

I got it to work fine on my 1440p monitor, I had to play around with the in-game settings since it was cutting things off. You can manually fix it, but yes they need to have the game detect your resolution and auto-adjust scale like other games all do.
The Art itself and style are nice for 2d sprites IMHO, but art is subjective.
Yeah, that hotfix seemed to make those issues easier to fix, but completely agree that there is work to be done to make it simpler for people to get it correct.
