Dwarves are not gathering honeycombs

My dwarves won't gather the honeycomb from any of my hives. I can see the royal jelly and honeycomb on the ground, and animals can come by and steal them, but no one will gather and store them. I gave someone a custom beekeeping labor to see if that would fix it, but it hasn't. Is there another step to this?

do you have jugs for the royal jelly? Harvesting from a hive is a single job that requires an empty jug, and returns the jug filled with royal jelly and the honeycomb as a separate item; you can't gather only one of the products. You will also need more jugs when you process the honeycomb at a screw press into honey (needs a jug) and a chunk of wax.
