Can the dwarves get to the trees? (no burrow enabled, no door locked, no stairs to nowhere, etc.)
Not by planting. You can create environments that are conducive to sapling growth for farming, but I don't remember all the rules. You need a couple of z-levels above, the area has to be item free, including boulders. Don't pasture over tree farms, subsurface trees are easier to farm because they have uniform density. Surface trees don't have a uniform density and won't grow if there is a same sapling nearby.
