you can set a stockpile/chest to hold the goblets
make a room with a bed in the location of the tavern
When Im setting up a tavern, it has a couple of tables with one chair each (dorfs dont like sharing), a good sized open area as a dance floor, a box to hold the tavern mugs and musical instruments, and a small Food storage along one wall set to only have Drinks in it.
If there's some nice Masterwork statues or similar, they go in there too, as dorfs like nice art. You might think about if you want a Pedestal that you can put an artifact on - on the plus side, dorfs will be happy and visitors will be impressed. On the minus side, some bastard could nick it. Smooth out the floors and walls as a minimum.
I usually appoint a tavern keeper, if just for RP reasons.
