if a dwarf reads that slab, they'll become a necromancer (and, also, immortal as far as aging goes)
however, this normally applies to just books authored by the necromancer, which is something you have to actually let the necromancer do. i'm not sure dwarves can read slabs so you might be fine.
The dwarf who created it should be at Legendary skill level.
Dorfs don't read Slabs, so it won't turn anyone into a Necromancer because they won't read it. I don't know if that counts for the one who created it or not, but... maybe not. :)
Are you sure one of your dwarves created the slab? The wiki says: “Necromancy books can be found in a necromancer's tower among other types of books, including the original slab which the secrets originated from.”
It seems to me you’ve likely acquired the slab instead of creating it, although if a dwarf in your fort created it, that’s super interesting cuz I didn’t know they could do that.
Since dwarves don’t read slabs you probably won’t have a necromancy dwarf population anytime soon unless you have books on the secrets of life and death and other necromancy books or scrolls.
Might actually work through some study activity or whatnot, though just theorizing.
