I've seen non-fort dwarves, elves, and goblins wearing absolutely nothing hanging around, mostly minding their own business aside from one naked dwarf guy who ran around babbling until he died on top of a table. I'm not really worried, more...confused? I'm pretty sure stripper troupes aren't a thing in DF.

Do you have clothes production set up? You're fortress members will drop their clothes once they become old and ragged, and if they have no new clothing to wear they'll just be naked.

I'm getting that set up now, although the people running around naked aren't my citizens, they're just visitors.

i had once on old version some random dorf running around just in socks for no appearent reason. he was mental stable and was even crucial in colonizing and walling of caves, but even with a surplus of fresh supplied produced clothings, he wouldnt wear anything

My fortress recieves dozens of elven visitors, who no items at all, except book or scroll. One of those visitors spent 2 years outdoors (IDK why, he just roamed wild area) until he was eaten by undead invasion.
