Miners won't mine a specific area
I'm trying to dig out a burrow (at level 32) and my miners have dug the staircase down but refuse to do anything else on that level. I set them to only mine, I set them the priority as high as it will go, and they just refuse to mine anything on that level or below. I can give them tasks on any other level and they gleefully and quickly go and mine those spots. I didn't burrow into a cave, the wall looks to be just an ordinary marble wall. I don't know what's going on at all - there looks to be nothing wrong with it.

This could be a number of things but when you go into mining designation mode does it show you a symbol over that spot? Water or heat symbols? They only show up in the notifications as "Found damp stone" or "Warm stone."

Otherwise you will have to go into the labor menu and click the little green work symbol next to your designated miner dwarves. When green they will work on any tasks they wish to that are available or most prioritized in the tasks list. When red they take on tasks only related to what you've chosen for them to work on.

I once had the same problem and it was because they had chosen other tasks in the fort to work on while before getting to the dig. That changed it almost immediately. Remember to turn it back off when they have some down time that way they can make crafts and stuff for fun.

seems like there's a glitch with staircases right now, if you put it a certain way it only acts as an "up" staircase, so dwarves cant go down it to do tasks. From what I've seen it mostly happens if you try and designate a staircase more than 1 layer down at a time. Will likely be fixed in the next patch, until then either wait, build another staircase next to it or play around and see if you find a solution
