Farm plot constructive inactive

My dwarves are all trying to starve themselves for some reason. I try to put a farm plot down and it just says "Construction Inactive" and stays that way permanently. I have Planter dwarves, everyone can reach the land and often walk over where it's supposed to be, and I had even put down a farm plot earlier in the run, but now they just refuse to touch them. I have one other plot I want to remove and that one says "Removal Inactive" permanently. I can build everything else in that area just specifically not farm plots. Any idea why?

In the labour menu, try enabled the hammer down the center on your planter. Means he'll only do planter tasks.

If it says "No job" on him after that, then yeah, something's up. Fair sure he's just being lazy tho.
